I believe i have enough to retrofit sandy in about a day if I must but i'd prefer not to

The most striking thing that I'm currently seeing is that your fleet in general is under-levelled. Might I suggest grinding 12-4 until you get your fleets up to 120/125? That'd help your composition a lot.

For your fleet 2 vanguard, try:

Anchorage Helena Z23

You can replace Anchorage in your mob fleet with Roon.
