how close is your FdG to dev30? if she is close you can also start leveling her

getting them all to lvl 6 first is generally good and doesnt take too long
before u push certain skills higher

I would say it is best to use these ships already so you can get levels on them faster
if u have decent AA vanguards you should have no problem leveling at 12-1 or even 12-4 since you really want your ships at 120-125 ideally

make a working mobbing fleet with as many ships u need to level as possible while it still fucntions and have a good boss fleet
and just dedicate some ships to lvl 120 really so you will have some options. also other modes like OPSI really need higher level ships since they get a 2% stat debuff for every level difference to the enemies capped at 50% debuff
and if opsi bosses are lvl 125+ and you run lvl 100 ships they will have a full debuff on them
