With what you have, I would do Pennsylvania / Unicorn / Illustrious + Portland / get Helena / Laffey
you need to raise portland and laffey for the newcomer quests anyway, Unicorn, Illustrious, Helena stay good for a very long time
Pennsylvania because you already have her and are using her. picking up Maryland instead could be a better choice here though with her upcoming retrofit, though requires more investment
