Your torp CAs are ~200 value, closest candidate is Fortune but she is ~300 torp, you dont have any torp stat BCs either, so yeah not happening. Its always like this on events, gatekeeping chapter then this bullshit req doesnt appear at all. Try to get Javelin, MLB all starters and get yourself Ayanami from the collection, she is perfect statstick for those cases

Also might farm Divergent Crossboard war archive for Gneisenau\Scharnhorst for BC slot quota and neat torp stat boost

Yeah, you should have enough resources to upgrade her to 100%, and mlb resources are also given to you unlike non-bpass metas
