So then someone say "Ah no one reading Rules again". Aha, right, because Rules are hidden.

As Yamato pointed out. Isn't this something they have to do themselves? If so. That's not really for us to "fix"

Its like people disabling DM's from the server wont get Nimi DM's. Its not something we can do much about since its a user choice

They probably meant when someone new joined the server. and set the rules to show up as default. yes user can hide after that, but set the rules to show up as default
