I don't like using Beacons if I can avoid it
Can I check: do you have Independence cross-fleet? And what is your CV RLD tech?
(Important bc AvP's RLD buff can mess things up if I don't have this info)

In the main ship screen
Near the bottom right of the stats, there should be "Gear" and "Tech"
Hit "Tech" and tell me how much is added to any of their RLD stats

Note that this is not going to work on auto bc it's not tightly synced, but this will get the order right for manual, at least
If you have more Ju-87s, you can put them on Haku instead of the Ryuuseis (makes her faster, can be helpful if you need to be closer to 20s cycle for Helena)
