Kazagumo and Sirius are great AV-Buffer so MLB them if you use a lot of Aircraft Carrier.
Ryuuhou is a great healer. Taihou is good DPS with Augments.
Roma, Garibaldi, Brunhilde and Blucher are also decent ships.

For Elites i would just MLB anything you like, you will get too much of them eventually. But there are some good Elites like Yat Sen, Bellona, Colorado and Anshan, some of them can be retrofit.
