Frankly you don't have a shred of a chance.
Don't feel too bad about not being able to clear the Hard Arbiter, and the rewards compared to clearing Normal Arbiter is less.
I would however plan out a few boss killing fleets so you can better focus your efforts on nurturing gear and levels.

Also I'm not sure if you've already been told this or if you just pulled a good amount of dupes, but I see a lot of half LB'd ships. It's best not to spread out Limit Breaks and just focus MLB one at a time.
