This will probably be unpopular to many, but basically this is to reduce how much work it is to keep visibility in the #friend-and-guild-id for guild posts... Allowing people who don't post that often to still have a chance of having their posts seen.
Currently, the channel has the same guilds post all the time - they just alternate and fill up the channel. And because the cooldown is 6hrs, and some guilds do in fact take advantage of that to post as much as possible, the guilds who don't get buried unless they're also willing to spam the same copy-paste every 6 hours.
Making the cooldown 24hrs - or even longer - won't prevent guilds from posting recruitment messages effectively. In fact, players looking for a guild won't have to scroll up as much to find different guilds, as there will be significantly less repetition of the same messages over and over again, while Guild officers/masters who post the recruitment info themselves will have less work to do - and still have their post easy to find, if not more so due to other guilds spamming less as well.
