It looks like you've got the mats to make her already so, just dump all your spare XP packs, put her in the dorm, you know the drill. Should be able to get her up and running before the end of three weeks, and combined with Shinano and the rest you should have a pretty effective fleet. I've not attempted the challenge maps for this event yet so can't comment there, but the regular six maps are nothing that you won't have encountered already.
