well firstly i'd focus on MLBing one UR at a time, in this case it'd be your musashi since she's the best ship you have; non MLBed urs are practically useless
but for now i'll give you two fleets to use for now, until you MLB all your URs

mob: hood (flag) / unicorn / independence + jervis / suzutsuki / flexible spot, but scylla is an extremely good pick here
boss: monarch (flag) / howe / enterprise + kronshtadt / helena / tashkent

i'm trying to minimize the amount of bulins you have to use, but this is probably the best i can do without just recommending a bunch of PRs and what-not

you should retrofit unicorn and independence before putting them in your fleet, and you shouldn't use monarch until she's dev30
