cv boss: shinano haku avp, anchorage kazagumo sirius
last fleet: you can do anything really, either make a york 2 fleet with uvh for anti light, or yk, crossfleet spam
you can beat arbiter hardmode with 3 fleets
but if you are the tryhard that completely optimize your fleet knowing that it is overkill anyway, use shinano haku ark on your cv fleet, same frontline
yorktown 2 avp enterprise on 4th fleet, with azuma, aurora, and insert UR ship
