Boss; Monarch(get her to Dev 30 ASAP) Enterprise, Yorktown 2, Portland Retro(Tallinn if you can lvl her up), Helena, Kirov

do I need to buy Independence ? or go for shells ?

both are good options but if you have the retrofit materials definitely Independence

she'll replace Illustrious in the mob fleet

shift Hood to the boss fleet and use Wales in the mob fleet for now

if you have the bullins to hand shough you could use Belorussiya instead of Monarch
