Question Regarding Help Banned Role

Hello, i saw someone having those role but i only got vague answer of that so lets to the point

1. According to rules no : 1. No Toxic Attitudes
   Can someone got "Help Banned" if i reporting some person with being toxic, harsh to other people opinion and having elitist attitude?
   in my point of view this individual has been doing this for such long time and never got punished

2. Can someone got "Help Banned" if some person are purposely and aware giving bad advice, suggestion can also considered "Misleading" repeatedly?
   for example :
   A. Hey my Eugen and Sandy keep dying in w14 what should i do?
   "B. Retire her, just use bulin and do 1:1"

3. Last question for certain situation, bringing back debatable topic that already done and settled can lead to any certain warning or help banned?
   example :
   A and B debating for C question, not long the debate has been settled or moderated
   3 hours later D mentioning A for unknown reason for eagerly starting the debate regarding C question again.

for this example , Can this D person considered as Troll or doing Incitement?

Help bans are given for constant and repeated disrupting behaviour in help channel, which includes both clearly intentional toxicity and repeated wrong/misleading advices, so yes, both 1. and 2. can lead to a help ban.
But the bar to clear it is very high and we discuss each case individually, to determine if it's really necessary, and in overwhelming majority of cases - it's not.

About 3. - I'm not quite sure what you're asking, sorry. If mods had to interfere to stop an argument and then someone tries to bring it back up - then yes, it could fall under toxicity, but it would depend on the situation.

About 3 yes. It is like that someone is bringing back the topic that already interfered by mods using mention/ping who has been involved there before.

I dont know about your guys bar standard and treshold giving someone punishment but okay its makes sense the decision are up to yours. I just gonna report that person after i finish compiling some of screenshot.
