The rate of skill book income is slower than the rate of incoming ships being added to Azur Lane, plus with more events like the current "quick finisher" classroom event, it is less value than compared to other options like dorm second floor and especially dock space. People will run out of skill books, or run out of good ships to skill level up faster with more classroom slots.
