OPSI (&W12) Fleetbuilding

Hello.
Need help making OPSI fleets. Can ignore levels of the ships, but not dev levels.

Plan so far:
Mob - Indep, Uni, Tosa
CV - Shinano, Ark Royal, Joffre
AP - Musashi, Vanguard, Dork
HE - RepM, Brun, Roma

No clue what to do with vanguards. Main has decent gear, vanguard has lots of budget gear

Roon FS5, sanrui dev30, kita dev15. Will unlock mainz tomorrow, have enough bp for dev30 but not fs5. Everything else dev0

Also need fleets to 3* W12 and clear the hard mode.

For the most part I don't know what I should do with vanguards, not too many great options

Please dont arrange ship by rarity :V. Level is better cause that means we get to see what you have already ready.

Sorry. I did rarity because I plan to have a bunch of time levelling stuff, before I need the levels to take on abyssals at the end of the month

I'm looking for an idea of what the best fleets I could potentially make, not necesssarily what i can make right now

For He, go with Saint Louise and pray you get rocket ship in daily light build. You could go Kitkat and London here btw while waiting?

For CV go with Port, Sandy and check for Ariake(or any ship with Air Raid Assistance). Would prefer Cheshire, Ariake and Sirius but you don't have those yet.

For heavy, go Blucher Helena laffey.

You don't have access to ships that I'd prefer but it's good enough I suppose.
