Starter characters are a good start for retrofits, I just don't know which one is best.

Z23 and laffey are good retrofits, get unicorn,Helena, and London from guild shop level suzutsuki and Jervis they are really good dds that can be taken to end game

Use those bulins on suzu and Jervis after that you could level z23 and/or laffey up but Jervis and suzutsuki will beat them both
