i basically just found a bunch of artwork i enjoyed in mimicked the way they did hair but for the actual lineart i do it all with the linework layer on paint tool sai and do that part with a mouse
then colour everything in with my tablet
i basically just line it all with the curve tool then individually adjust the pressure on every single part making most curves thinner while leaving intersecting parts thicker
it's kinda hard to explain since i'm usually awful at hair though like my strategy isn't really the best if you're going for long hair that isn't stiff

plus if it's tight enough at the bottom it'd stay on but it'd flap out a bit but depending on the material if it's thick enough it can hold its shape enough to not flop
