it's normal, cpu usage will spike when opening new windows or applications, because your cpu will always try to do it as fast as it can so it'll push itself to 100% for split second (or a few seconds, depending on how fast it is at opening said application)

it would be an issue if it was something like, your cpu runs at 100% all the time but then you open task manager and it goes back down to normal (that would be some cryptominer or trojan that's making use of your system pushing to 100% then arresting itself if you open task manager, so you don't suspect anything) or it goes to 100% and stays at 100% with no other applications running

the OS and firmware should be installed on your hard drive, so if you didn't change the hard drive, Windows should be there. I don't think changing the motherboard changes the OS.

if it's OEM windows, i'm not sure you can swap the mobo and keep the copy "verified". If it's a full copy tho, you can swap components as you please, if it asks you, just put the product key and you can make your copy verified again
