there is no "better" way of doing things, each approach has its own upsides and downsides, it really comes down to what you want to animate

like for example, if the object you want to animate is an object that will always be in the game world, and it won't be destroyed by the player or it shouldn't be affected by the actions of the player like for example, a flag that's really high up, if the player doesn't have a long range weapon to affect the flag (or you simply don't care about the flag reacting to the player's actions) you can just animate it yourself, or you pre-bake a cloth animation with a physics engine

a good example of this is pretty much every banner or flag in skyrim

man i love how they are trying to get all smart about windows 10 updates by making them do in the background without telling you but you still notice it because your disk usage skyrockets up to 100% for the entire duration
