For a top-tier team on offense, Nagato is quite questionable due to just how inconsistent she is
Until you have that built though, she's good.
In terms of for weaker teams - back just after she was first released, standard HMS builds on offense had abysmal winrates vs Nakaga (~50%), and it turned out that replacing QE with Nagato in that team actually boosted winrate by leaning on Nagato barrage RNG

Anyways, that's Nagato in a nutshell, the buff is very good for IJN, and if she barrages, she's amazing, still holds her own vs powercreep options - but when she doesn't barrage, dead weight

Nagato-Hiryuu-Warkai should probably be competitive enough to not have too many issues vs anything, so that's what I'd rec.
