For main fleet, look into warspite (she should be getting retrofit item rerun soonish), Hiryuu (probably Souryuu too so you can level both at same time), and maybe Richi (if you got her) and Tosa (latter two not being that good for PvP, but are quite good for PvE)

Azume or Ibuki are great if they are Dev 30, but assuming that you dont have those at Dev 30 I would suggest Noshiro. If you wernt around for that event either you could always do like Belfast or San Diego

I would probably do Sandy just because she is amazing outside of PvP too. But if you are going to try and rank hard then once you get a better Vanguard Belfast will retain her usefulness more then Sandy will

to put it in a more practical point of view most bb will do much better when opponent vg is dead because they won't waste shoots on vg and not doing damage so having them around for longer means getting the most of the main vs main portion of the fight. focusing on dmg gear doesn't mean a lot more damage because u can waste shoots hitting water when vg is around and if said ship dies before opponent vg then it won't even get to benefit from damage in the main vs main part

in pve ships don't take much damage outside of bb fires in w10-11 and planes in w12-13. the main difference is usually that u can kill opponent faster by going more offensive so using defensive gear is not as important as in pvp, also for opponent bb they usually focus on flagship so only 1 ship need actual defensive gear. in pvp ships are targeted all the time by opponent ships and they can die before doing too much
