also for hiryuu to reach max potential u need to kill opponent vg
monarch can just barrage whatever opponent vg is alive or not
so yeah azuma killing vg matters a lot more with hiryuu then with monarch
i don't think that 1 team doing better against 1 opponent make it better overall too. some teams suck at dealing with some stuff while others can just breeze trough
