Black shell is pretty much never BiS for PvP (nice for memes though)
White shell is only useful over SG if your ship is some combination of:

1. Not a focus target
2. Relys a lot on main gun shelling
3. Has a skill significantly boosting main gun critrate
4. Has a base very high amount of hit stat

E.g. Generally speaking, Bismarck fills 2 and 3, Warspite retro fits 1+2+4, Dork fills 1+2

For wash she sorta fills 1+2 and so white shell imo is an option on her
I'd probably still stick with SG over white shell though
