1. not that many detailed CV designs were not built

3. WoWS CVs are a complete mess and their devs, WG, doesn't want to add many more before they fix it.
   Now that WoWS is well underway with the CV rework, they might be open to making new CVs in parallel with AL PRs, like they're doing with Georgia
