For offensive style equipment, 5% extra hit chance is probably the best we have (if your hit chance is about 50%, it's a 10% DpS buff!), minus the rainbow torpedo for some ships.
Only question is then, if you want offensive equipment on vanguard instead of defensive equipment.

I have a married and geared HMS backline. While it's possible that they can snipe Enty before she can launch a single airstrike it's incredibly unlikely because it requires Hood/Warspite's main guns to aim at Enty too.
