no, the well done/perfect bit is its own check
first it checks if you succeded to get the chance item, then it'll assign a number to it
for the daily commission it's always 1 cube if it's a perfect, or 0 when it's well done
for the ones that give you only cubes and exp, perfect can be anything from 1 to 3, or 0 on well done

you're always guaranteed to get at least 5 since it's not a "may find" commision
yeah, well done/perfect only applies to commissions with a "may find" reward
for those that don't have it, it's just a well done with a random amount decided by the game
hence why you could still get a perfect on a daily commission with a cube proc, but still get the lowest possible oil/coins
to give an example, the oil commision will always arrive as well done since it doesn't have a "may find" tag on the reward
the cube commision will give you a well done result if you fail to proc the reward, or perfect if you do proc it

"The build pool / Event Build Pool" it would be so great to implement a system when u still dont have certain ships the drop rate will get higher for those and lower for the ones u have. cause it is really frustrating seeing a friend using only 100 cubes and gets every ship from the event and me who used almost 1k cubes for this event to finally maybe get Alabama. got like 25sr from those cubes which are 7 Baltimore and 18 other SR's.
