not really based on percentage but they put botes in a string order and have it loop for the whole server

I think in a way that's part of why I stuck with KC for as long as I did. At least back in the days, before they went full stupid, you could've easily capped out on resources and then you'd just log in once every 2-3 weeks to do new quests and remodel, then an event every 3 months or so

plenty of time in-between to not suffer from the burn out
