I believe each SR ship has a base rate. So even if Elegant is 0.5% rate up and Anni is 2.0% rate up, if Elegant base rate is higher to begin with, her rate can still be higher even with the rate up the way it is. Other gacha games do it, so it makes me believe this game does it too. While it may make you think that one has a higher drop chance due to the rate up, that does not have to be the case

too many games find ways to obscure the true rate of characters. 7% SR rate, fine. That can mean 7% to hit the SR POOL. But within that pool each ship has a different rate. So they're not lying or breaking the laws when they say 7% SR rate. Again, I am not saying AL does this, but there is no proof to refute it either. Sample size too small etc etc
