The Waifu Tier List
Yes, you read that right, this tier list is meant to tell you which ships are the best waifu, and which ones are not. Of course, for every tier list, there must be a criteria to rank and assess the tier. For all intent and purpose, this tier list will be based on their Special Touch lines.
First, let's talk about common sense: no girls will allow you to touch their breast freely and casually.
If that is the case, why bothering with a tier list that judges girls by their Special Touch Line?
Because there is a mechanics in Azur Lane: Oath, or for all intent and purpose, marriage. Your girls start as your subordinates, but eventually grow closer to you as their affection increases, eventually culminate in the marriage if you wish. Even if you didn't marry them, they could remain your "girlfriend" forever. And this is where we start our things: a girl will not let a stranger touch her breasts easily, but things might change if the one in question is their boyfriend/husband. Again, it is often dictated that the girls will usually let their significant ones have a more intimate contact with them.
However, with that being said, after becoming girlfriend or a wife (waifu to be more exact), what is the point of having them if they still threaten to smite you down or turn you away when you touch their breast? For instance, Washington will still want to break your bones if you touch her, or BB Kaga will fire her cannons when you do some indecent things. On the other hands, Helena, although reluctantly, will still accept your touch, even if it means discomfort to her.
In short, this tier list is based on their Special Touch Line after marriage or, at least, 100 affection.
If they accepted, they would be on top of the tier list. If they rejected you outright, they would be at the lowest. There will be somewhere in between, but this is how the tier list created.
