That mogami gun spread is a fixed cone, while chapy gun is randomized spread (which in practice should statistically averaged out about half the max spread angle)

Ah that explains it. So in short, the fixed cone takes the 18° flat, but the randomized cone takes about half?

pretty much, the actual spread of each chapy's gun shell is randomized between 0 and 18° (actually -9° to 9° but eh)
I'm not sure what random distribution function is used, but unless it's a really whacky one then on average the actual spread should be tighter
Put simply, mogami gun is always 18°, while chap gun is max 18°
