So I think I just discovered a way to softlock the game into the infinite loading error.
If you try to look at the skins of a unit who is not fully retrofitted, then scroll to the other unit who has her retrofit form unlocked, the game would not show the retrofit form in question to be selectable, leaving the game in this strange state where Fusou Kai with a blue rarity background. If the player tries to return to the dock screen now, the game would be stuck to infinite loading and require a restart.
I tried replicating the steps a few times, it always lead to the infinite loading. One interesting case is when I tried doing the steps after putting my Fusou Kai to her normal skin, the background rarity turns to purple correctly when scrolled to her, but her retrofit skin would still not be there, and the same infinite loading would occur if you attempt to go back to the dock screen.
Interestingly enough though, doing it backwards would not cause the infinite loading to happen, i.e. going to Fusou Kai first and look at her skins, then scrolling to regular Fusou, you'd be able to select her retrofit form, but you will not be able to click on the change button, and you can safely go back to the dock screen.

Payment issue (Been there for around 4 months for me and just happened again.)
Open the shop - select product - screen rotates from wide screen to normal - fingerprint reader purchase - screen flips to wide-screen immediately after - fingerprint reader shows up with no indication of the first purchase - you scan your finger again and the transaction closes - I now have two Google play payments.

Android version - Newest as of today (happened on old versions too)
Mind you this happens even on limited products, such as the monthly card, limited 29.99 boxes etc.
I also don't get the product twice I want to add, only it takes your money twice.

Okay, so yeah that tutorial. Well it definitely seems like it might be something from your specific install as no one has reported such an issue before. And I doubt the tutorial could be restarted for a single account
You could try contacting support via email for it as (for now) it seems specific for you, but no guarantee of what kind of solution they could provide. And as well, as long as you got the main items from the tutorial (main things being I-58 and some free sub/ASW gear) the tutorial doesn't offer too much else

I unlocked the Awakening commissions yesterday because a ship hit Level 100, but I can't assign ships to it using the "Recommend" button (says "does not fit requirements"). The Lv100 ship which is part of the requirements isn't assigned to a fleet. If I add the Lv100 ship manually, then hit "Recommend" to fill in the remaining spots, it works.

Call this intuition after paying special attention to global pulls for over a day and especially attentively after maintenance ended, but noone has pulled any yukikazes for quite a long time now

I'm pretty certain that the mikasa patch accidentaly removed her from the pool and ever since then there's been minimal reports of her showing up, likely from people that had left over builds from before the event started
Set your global chat channel to notice only and pay special attention to the number of san diegos and montpeliers (and to a lesser extent belfasts and akashis) - after a few hours of yukikaze not showing up you'll probably agree with me something is up

they usually happen when you lock your phone screen/tab out, get disconnected then reconnect. Sometimes the data displayed on your phone is not the same on the server (desynchronized). A simple restart fixes it.

For me the daily login isn't much of an issue. I just get my stuff 1 h. Late and that's it..
It's understandable that it's an issue for some people tho.

I gather it has been said but is there anything for an update for what is going on with the rally stuck at 20/30 for weeks? And if there is what is the channel to look in for such info?

You can only do up to phase 20 on your own. The rest is to be done by another person that's randomly chosen. And that's if you get paired up with anyone. So beyond that, there's nothing else you can do.

I didn’t see that part. I thought i read the whole thing. And going back and re-reading it, I do not see anything stating you can only go to 20 if you have no return/new. But I suppose it just means I never had anyone select me

Most of europe (including Latvia and Lithuania) will be switching to winter time this sunday
But that won't happen forever
A law was passed in the EU parlament for all member states to stop switching to summer/winter time on either october 2021 or march 2021

So when you go to your dailies, if you change the formation there, the ships aren't always changed when you proceed to the daily itself
I tapped -> attack -> daily -> maritime attack and added Monarch
this is in game
after tapping battle
it also happens when removing girls in this screen
the removed girl still shows up in battle
