Well I do have to say, I never payed attention to when it appears so I have no idea if it comes as soon as the dorm runs out or if it just randomly decides to when it feels like it 
I was developing neptune for my pr research but changed it to monarch just to finish the 30k gold requirement and finally acquire her. I did, and was expecting to be able to return to neptune but it locks me for 24 hrs, which I kind of anticipated. What bugs me is that the little red notification that I should be developing something in the shipyard still pops up, so I was wondering if it can somehow be worked around someday to turn off the notif or just let people proceed immediately to another pr ship cos idek if its a bug.
We have the case of not being able to start another ship if you completed a ship but switched w/in 24 hrs reported just in case it is a bug. As for the notification, we have a suggestion to be able to disable them as well

After the crash, it instantly will restart the game though
I've been wondering about that myself as well. I figure it might have something to do with ASW stats, but if that isn't the case, then I have no idea why a fleet of ships that don't use torpedoes still have a collective torp stat that isn't 0.

Whenever i enhance a ship ( anyone ) i always get this error

Yeah, those issues can occur b/c of a shaky connection to the game server. If it's really persistent, you could try some simple workarounds such as trying a different connection(e.g Wi-Fi/Mobile Data), restarting your device, and also possibly a VPN

Is anyone else not able to access parts of their memories suddenly? I remember that I completed Moonlit Overture but I cannot access the final two memories of it, the requirements being "encounter the Boss of SP3" and "clear SP3". I know I have done these because I have Astoria which I remember I had to complete SP3 a required amount of times to unlock her.
Moonlit Overture specifically is a known bug, don't know if it ended up affecting other event memories

Yeah those have been known for a while. It's just been announced that the Perfect Partner skin is getting a rerun after maintenance. I can understand if they've put off fixing this bug with the intention of fixing it while rerunning it soon-ish, but if it remains bugged after this...oh dear.

i've been skimming through as much as my eyes can take, but has anyone reported frequent pausing of the game while playing? it runs at a fantastic 60FPS non stop but has frequent "pauses" where the simulation continues, but the screen locks up for about 1-2 seconds, and then catches up in a single frame. is this a known/common thing or is this something specific to my client?

For the "Advanced" tab of training missions? If so, it'll usually get it fix itself after sometime

Actually, strangely enough
When I awakened at first, it still said "Awakening" at her exp bar as if I didn't even do it
But I saw my gold change from ~34k to ~32k
Which was about how much it cost
When I restarted, the awakening text was gone, as if I'd done it
idk why but there is no sound on my game
But the ship is still 110, and the leftover exp (which was about 140k) has now filled her bar
But I had enough to get to 115, so yeah. Lost quite a bit
i use nox, i've made sure the sound from my PC, nox, and in-game options already set to full, but still no sound

start battle -> retreat -> retry

Yes, it's possible to get 1BP from A. As for the second being RNG or guaranteed, personally I have no idea

Nah, if you didn't reinstall you should be fine. Technically it's the same thing (it's auto set to V.27) but you don't actually need to redownload the audio files w/o a reinstall

I have the same problem with audio as people above, I installed the game to new device, game says that I have the latest audio update v. 27, but there are no voices in game. And I unable to update it...

New behaviour, today's mini patch. If rewards or compensation push your oil over capacity you can't collect anything. Commissions, trade licence, compensation, anything with oil as part of it.

Yes. Threat LVL can be lowered after 100% clearing the map
should this be considered a bug then since i had 100% the map and only need 5 kills to 3 star it and actually 3 stared it as i was clearing it and it didn't go down

When you click on her, there is a VA Voiceline. Only when you swipe onto her, then you hear nothing.
B/c they're different lines. The swipe lines are a new line for her skin and it's not voiced as of yet

You can check #known-bugs and search in there. There's also a bug/TL trello in this channel's description w/ a full write up of reports 
In the description of this channel is a link to the bug trello page, and you can try searching there. Or look in #known-bugs for things reported there. There's not a 100% guaranteed way to find things though (cause descriptions could be rough / not use the keywords you're expecting), so it also doesn't hurt to ask.

tbf, they just said "emote being broken" which isn't the most clear
