There's a few ways to go about it, but you can either use the Find or start a conversation accessed by the top left icon, or by holding belfasts avatar to go to her profile and going to the chat bubble.
If you're saying that you can't dm belfast whatsoever, it may have to do with your messaging settings.

Usually it seems to happen if you finish a previous (night?) commission after the night commissions are supposed to start, and typically will appear again with the daily reset assuming all commissions are clear (not active). But yeah it’s annoying

So I built 3 ships, quick finished them. I received 2 but the last ship says “data does not exist”. So I killed the app and log on again, my ship is gone. I built about 40 ships yesterday and at least 8 of them were the same bug but I didn’t realize I actually lost ships until now

You didn't lose them. They were just sent directly to your dock when you restarted. You can try sorting by time joined to see who it was

it used to read When enemy planes are shot down within her AA radius, increases own Firepower by 5% (15%) of own total AA stat (only base stat and gear is counted) for 8 seconds. Does anyone know why the health bars for enemies no longer have numbers? Is this a setting now or something, or is my game glitched? Also, bosses for levels do show the amount of health (e.g. on 10-4 when I battle Jintsuu it will say “Jintsuu 86x”) and the number does change as they take damage.

I remember a person having an issue kind of like yours. He had before/after pics showing a ship was missing, but the dock count in both pics were the same. So the ship was there, but for whatever reason, it wasn't showing up. Just thought that may be what you might be going through.

If it's an older device, it might also run into some of the intermittent crash issues we've been experiencing as of late.

However one of them won't complete. It's one of the ones from the Special Build option.

You already do have it, the splash screen not appearing is likely part of the desync. Even if it were to theoretically be lost, there'd be little way to actually compensate it.

In that case it's not visually there, but is occupying dock space more than likely. You'll have to restart a number of times before it actually reappears, so you should just go about normal gameplay for now.

...Wow that's rather dumb to be honest. I can confirm. I took those screenshots before the restart and it showed 232, but after the restart it shows 233.

Yeah, that's why some people have reported their docks missing ships, but on a few restarts they came back. It's a visual desync that seems to be for only certain people, may have to do with their connections.
Personally, I only ever get data missing when I spam the construction too quickly, but never to the point that it doesn't show the ship being received.

Kizuna blocked the use of my airstrikes, even in manual and had to recharge all the way up from 2/4 and past 4/4 even though it let me used torps

Hm...that device has 2GB of RAM so it has the bare recommended but that might be the case as devices w/ lower RAM count are having crashing issues right now. That's a known issue though. Yeah, iPad Air Gen 1's only have 1GB of RAM and devices w/ 1GB of RAM are having crashing issues right now. It's a known issue but no known fix right now. The devs are looking into it but I'm sure it's not easy to pinpoint or fix. In the meantime if possible, you can use a spare device or PC emulator

Hm....this is just a guess so it could be wrong but if it's trying to be an actual scrapbook, going left would be the correct way to go to the next page and going right is the correct way to go back since Japan reads right to left.
But if that guess is correct it is odd that the page flips away from the arrow so

Stuck in combat with a still timer and an infinite loop of sprite and background animations.
The closest report on Trello I could find is this: https://trello.com/c/Jfrr19cX/433-infinite-loop-of-sprite-animations-stuck-in-combat, but the reason is different: I either lost connection or switched off the screen at the same time when the battle ended (could be both).
The game only lets to switch between manual and auto modes, pause button doesn't work.
In auto mode I can still access the chat.

Is medal exchange on EN Washington bugged? I've been playing 5 months and I can't remember ever seeing Prinz, Hood, or Sandy. It's just a loop of Enty, Lusty, and Warspite
