It is (at least as far as I know). You can do both at the same time. Like how a ship can be in the Tactical but still battle.

This may sound strange but is safety level bugged sometimes? Just tried 11-4 earlier today and I could barely win (ships dieing and couldn't kill boss in 120 seconds even on MANUAL play) but I normally auto battle this fight with over 2 minutes left the on the clock. Tried 11-4 again and no issue with killing boss on auto this time though.

Hi I'm not certain if this is actually a bug or intentional, or if others have reported it, so I would like some clarification and possibly another person testing the bug out to see if it's just my device/platform that's having the issue.
So here's the bug. Lately I've been running submarine/SOS missions and have noticed that my fleet's damage gets halved even though they still have available ammo.
What's causing it seems to be having 0 submarine ammo, since if I battle outside of the submarine hunting range, my damage goes back to normal (assuming my mob fleet's ammo isn't 0 of course).
I consider this to be gamebreaking since it nerfs my fleet's damage wrongly and therefore affects my ability to clear chapter 9/10 submarine/SOS missions pretty significantly, and I hope someone can take a look into it. Thanks.
