There’s been quite a few changes since then including new quests, if you finish the quest you should re-unlock it

Everyone who already unlocked it had to finish the quest to re-unlock it

Not a bug.

When we introduce a new story quest line, old saves usually have to complete it to unlock some contents again.
If we considered these optional for old players, the code would be a mess.
