Sorry I dont have any save files from before I started playing again. It was like a year ago and I wasn't as into the game as I was now.

The requirement for Blue 5 to appear is having cleared Silph Co. at least once. So if someone had previously cleared Silph Co. before Rivals or that quest step were added, then Blue could be battled before reaching that quest step and essentially soft lock the quest

I mean if you beat Kanto before the Team Rocket quest line, then return to punch the rivals, but before that quest step got added, you should get stuck like that
my old backups have Team Rocket quest line incomplete even though they are way past Kanto
the "beat Blue 5" quest step is new-ish

Yeah. Silph Co. and the quest were added ~10 months ago, Rivals were added ~5 months ago, and the Blue step was added to the quest ~4 weeks ago
New players should never run into the issue but returning ones can, probably need to slap a quest line step requirement on Blue 5

like, if you put the requirement now, that person would still have the temp battle cleared

Probably, could include an update function to reset that battle to incomplete if the quest is before or at that step
