Low gpu usage in tarkov

RTX 3070
RYZEN 7 5800X
32 GB DDR4 RAM

My gpu usage in tarkov is fluctuating from 20-30% to 40-50% which means very bad performance on the maps im not experiencing this in any other games and my gpu usage in tarkov used to be in the 90s on all maps and for example on the map ground zero im getting 60-100 fps now when i used to get a stable 200-240

i know optimization in tarkov is notoriously bad but how can i fix this
