FPS dropping

Recently bought a PC from cyberpower and ive noticed the fps keeps dropping in games, i.e it'll be 100fps then drop to 20 and go back up and down consantly. and it means my games stutter. Ive played around with the settings in game but even on the lowest settings it does the same, im slightly clueless as to what else I can do if anyone can give me any ideas.
