Clips showing in 30fps

Guys I have a really weird problem on my pc so ever clip when I play it shows in 30fps on my computer even though they are all 60fps if I send the same clip on discord or any software play it. It plays perfectly fine in 60 fps but for some reason when its played in movie player its 30fps
