What kind of budget are you working with for an upgrade?
Not much you can do with that. I'd save up more
Need a new GPU if anything
And a GPU that'd be a meaningful upgrade would be more than 400
I would aim for a 7800xt
Is this including the sale of your current GPU
If not you could consider moving up to a 4070 which performs on a similar level to the 3080 with the new tech
After that I'd strongly consider getting some faster RAM

I heard the 4060 is bad compare to the 3060
