Sometimes it just does what it wants

I remember once, i loaded up my pc and it was ridiculously slow. Checked task manager and my cpu was locked at 0.39ghz which is super slow. Restarted it and it was working fine and hasn’t happened since

Honestly, it can just happen

As long as it doesn’t consistently happen, then its nothing to worry about
