When i boot my pc it beeps 3 times then loads, also in my task manager it says i have 16 gb of ram however its using 7.9/8GB

wouldn't worry about task manager mine only shows 16GB when I have 32GB if you want to double check without installing software hit the windows key + g

that will bring up the xbox game bar and there is a monitoring section it should show how much ram you actually have

It might be worth heading into your BIOS and enabling XMP to see if that helps, as it doesn't look like its running at its maximum speed at the moment
