What fans are they?
Corsair fans
If they’re cyberpower fans, it might be worth using the remote and holding the + button which (assuming it’s the issue) will get your fans moving

You might want to double check they’re fully plugged in
Lights are working
They might be plugged into a fan hub behind the back panel
Turn your pc off, remove the back panel and follow where the cables go to
Another fan problem ahhhh 
Leighton is the master with fans so you're in good hands
Ironically I’m not so good with Corsair fans 
Do your fans only have 1 wire or 2?

That's the RGB hub. So more than likely they'd be plugged into the motherboards fan headers. As I don't believe by the looks of it. You have the commander unit
Oh and btw why is there a random pcir cable here

No. As they come on a chain that has 2. Your gpu only needs 1 so that why it's dangling there
Each fan should be connected to a different fan header
Try and follow each wire from each fan and see where they lead.
There’s different headers on your motherboard
Similar to SYS_FAN3
See if they have anything plugged into them
Sys fan 1 does
I saw one of your fans is spinning (at the back)
See if that fan is plugged into SYS_FAN1

I wouldn’t advise unplugging it whilst the pc is on
Yea ill turn it off first
Id say turn the pc off, unplug it, and turn the pc on and see if it’s still spins
