Scale down the viewmodel, make the beam extremely short
If you look carefully you'll see that it's not just the beam but the model as well - model of the gun itself doesn't go through wall either, no matter how long a rifle and how close an object is
But no there's no way to make an object get rendered over everything in roblox
You would be able if Roblox supported custom shaders but it unfortunately doesn't
But if you need to make particularly the beam render over everything you can try using a viewport, people usually don't use it for viewmodels because it has alck of lighting/shadows but you don't need it for a beam sooo it might work for you
I'm not sure if a viewport renders beams and all that stuff though
