Teleporting/Matchmaking

I am working on this extraction game and I have no clue how to make a matchmaking system, I have a lobby and it teleports you, I need to have a way where i can tell the lobby that this server is open or close depedning if the extraction timer is under 8 mins because i dont want players to join with 2 mins left and lose all their loot, under 8 mins its does not allow players to join

I just need help how to do it? I try using messaging services but i dont really know how, Either if you can tell me how i would do it or even give me the code, I just have no clue about this
