Question about JECS

If anyone who uses / learned JECS could tell me if it's physicly possible to get an entity here with these filters?

world:query(Position, Velocity)
    :with(Walking)
    :without(Velocity)

Then your also saying without velocity

why is this in the how_to docs

ts confused me for like 30mins now

world:query()
    :with(Position)

so these two are technicly the same?

Im pretty sure they are the same but the top one gives the position

Idk im still new to ecs
