Is there sprinting in your game?

Yes but with stamina and I'm making horror game 1st time like we can sprint for 6-7 seconds and while sprinting speed 22 and if stamina full 0 then speed 14
make the ghost faster than walk but slower than run lol
just so its tailing right behind you but can't catch you easily
quite simple
20 speed ok
probably make the ghost speed about 17-21 so while running you can barely avoid it but it also punishes sprinting to often

Just put vision to 30 and speed to 20 don’t worry about this stuff just make the system then tweak it
It's like a hall in centre

this guy gets it, reach a point where you have working npc and then try different values for the speeds until you settle on a configuration you like

npc = non playable character aka Ai aka your ghost
ghost is an npc... but that detail doesn't matter the point is you can't really know balance in advance, you have to test it and tweak it until you get something that feels right
So 30 vision ok for petrolling
a lot of work and effort is often put into tracking statistics for more advanced configurations that have way more variables than just the walk speed between 2 characters
yeah as long as its line of sight not like a radius detection

even those simulator games - how fast should the progression be at different stages of the game? well, that takes a while to tweak until it feels right

i.e you may need to calculate in advance how long each stage would theoretically take given your growth formulas
and then playtest it

balance is a big subject. for what you're working with, just simply tweaking the variables until it feels right should suffice.

im saying it would work better if the sight wasnt a detection based on how close the player is but rather if the ghost had to actually see the player
you get similar questions when balancing guns for example, balancing damage to fire rate to accuracy to magazine size and reload time, all that, it simply takes time.

like you might balance all guns to have similar dps based on damage and fire rate, test it, then tweak according to effective dps like accounting for accuracy
