Appear randomly and follow you and dissapear when looking at

hi, hello does anyone know how to make a part or character randomly appear time to time and follow the player from a distance and when its looked at, it dissappears. i need help

when teleporting to an another game, it says the place is restriced

It says “Restricted Area” because that place hasn’t been published or made accessible yet.
You need to open it in Roblox Studio and click File → Publish to Roblox As..., then select the same game and publish it.
After that, make sure the place is public in the Creator Dashboard → Places section
