#how to disable shift lock for a differently binded lock key

I need to make shiftlock binded to LeftControl using BoundKeys.Value but when I want to disable it for certain people it doesn't work

DevEnableMouseLock DOES NOT WORK. IF IT WORKED THEN I WOULDN'T ASK THIS SO DONT SAY JUST DevEnableMouseLock
